Digitising Law Libraries at The Office of The Attorney General, Trinidad and Tobago

The task of increasing access to information online has been a daily challenge of libraries worldwide for a number of years, and although within the past decade or so, most freshly minted opinions, articles and publications of all kinds have almost simultaneously appeared online, a mammoth volume of works printed decades before still remain in the analog domain.

One example of this would be the laws and statues of Trinidad and Tobago and many other islands within the Caribbean. For many years until very recent (as in a few months ago) anyone seeking to review these documents for research or study had to access the law archives via the libraries located at The Ministry of the Attorney General. One can assume these would include many students as well as practicing lawyers, all jockeying for the same information, handling the same items and adding to the inevitable deterioration and decay of these original prints.

In 2013, a project of digitisation was undertaken by the Ministry of the Attorney General focusing on these items, what followed was to be a very detailed digitisation project that encompassed two years and over 1 million pages. Recently completed, the task was completed with volumes now being available online, one student contacted us to say that she resides in San Fernando and would have normally had to travel to Port of Spain to do the required reading at the library; however, with the content now available online, it certainly helped what was already an extremely busy workload.

Added features line Optical Character Recognition (OCR) and document bleaching, made the access and search functions much easier to navigate and hopefully will assist in its daily use. Asked to comment on the digitisation service, Head of the Library Kamau Osbourne offered a letter of recommendation, among the comments were the following: “Having dealt with Basil Lai Entertainment in this regard I have no hesitation in recommending this company and their team in completing any project that is within their remit.”

Successfully bringing this project to a close, signalled a new stage of operational ability for our team and demonstrates our vision to leverage technology and the technical ability of our staff, to complete challenging Imaging and Digitisation projects though careful Project Assessment, IT and Workflow Based Solutions and Execution of intricate services.
